Finland is replacing the Veikkaus monopoly, but the market is not open yet. The Gambling Act was approved in 2026. Operators can apply to the National Police Board from 1 March 2026, and Veikkaus keeps the exclusive right to run and market gambling until 30 June 2027. Licensed betting, online slots and online casino games are scheduled to start on 1 July 2027. The casinos below are rooms in our catalogue that have not marked Finland as restricted. They are not Finnish licensees.
Until that date, no other company may run or market gambling in Finland. A site that already accepts Finnish players is not operating under the new licence, because those licences are not in force for casino games yet. From 1 July 2027 supervision moves to the Finnish Supervisory Agency.
An application is not a licence, and a licence is not live before 1 July 2027. Marketing by anyone other than Veikkaus stays prohibited until then.

The dates that matter
Three dates are easy to mix up. Applications to the National Police Board opened on 1 March 2026. Veikkaus remains the only company that may run and market gambling through 30 June 2027. Most of the new Act, including the start of licensed online casino play, is set for 1 July 2027. Veikkaus keeps lottery, scratch cards and physical slot machines after that.
A further rule arrives on 1 July 2028: operators may only use gambling software from a supplier that holds the Finnish software licence. A studio page on our site is not that supplier licence.
How to use the list before the market opens
Use it as a catalogue of rooms that have left Finland switched on, not as a preview of who will be licensed. The Police Board's application list, when published, is the document that shows who has applied. Our rating does not. Advertising a foreign casino to people in Finland remains outside the law until the exclusive period ends.
Payments and the age line
Finnish players on the legal product use Veikkaus. Offshore cashiers that show cards or crypto are not the licensed rail, and this page is not a guide to funding them while the monopoly is still in force.
